How to better practice and develop “One country, two systems”?

Addressing a rally celebrating the 20th anniversary of Macau’s return to China on December 20, 2019, Chinese President Xi Jinping said:
I encourage you to build on what Macau has accomplished and take all SARM businesses to the next level.
Innovate to better achieve sustainable and healthy economic development. A long-term perspective must be adopted when drawing up development plans. With the goal of becoming “One Center, One Platform, One Base”, Macau needs to develop well-designed plans, take a holistic and coordinated approach, and implement the plans gradually. Based on the realities of Macao and through rigorous feasibility studies, RASM must identify the main axes and key projects to appropriately diversify its economy. It must adopt a multi-pronged strategy in terms of policy, human resources and financial support, and solve the most difficult problems through synergy. Macao must carve out a role in national strategies, seize the opportunities offered by the Belt and Road initiative and the development of the Guangdong-Hong Kong-Macao Great Bay region, make better use of its own strengths and strengthen its competitive advantage. What is particularly important is to ensure a good collaboration with Zhuhai in the development of Hengqin, which will create immense space and new impetus for the long-term development of Macau.
Continue to give priority to people and better ensure and improve their standard of living. It should be understood that the goal of development is to improve people’s lives. Thus, the RASM must adopt more just institutional arrangements, more equitable and beneficial for all, so that the fruits of development can be shared by all in the community. To promote a better living environment and a better quality of life, Macao must combine its development needs with the needs of the population and improve public infrastructure relating to transport, energy, environmental protection, information and urban safety and security. RASM must actively respond to public concerns, tackle major issues of housing, health and elderly care, and step up assistance and support to vulnerable people. It is also important to further develop education and put in place the best possible education system, in order to create a more conducive environment for children and young people to grow up and live fully.
Persevere in an inclusive approach and further promote social harmony and stability. The fundamental value of loving the motherland and Macao must be defended and encouraged so that everyone can mobilize to contribute to the development of Macao. Community organizations in Macau should be strengthened, and those that embrace core values can serve as bridges between government and people. Macao’s tradition of valuing unity and consultation must be preserved. Issues should be dealt with through consultation and resolved through coordination. Social problems must be properly dealt with for the greater good of social harmony. As a meeting place between Chinese and Western cultures, Macau is well placed to promote international people-to-people exchanges and mutual learning between cultures.
With the return of Hong Kong and Macao, the management of affairs in the two special administrative regions is strictly China’s domestic business. No outside force has the right to dictate to us. The Chinese government and people are firmly committed to upholding our national sovereignty, security and development interests. We will never tolerate any outside interference in the affairs of Hong Kong and Macao.
In the early 1980s, when Deng Xiaoping and other leaders of his generation presented the grand vision “One Country, Two Systems,” they firmly believed that it was the right policy and that it would work, succeed and win. public support.
